I. Background
Through the “Strengthening Pre-Service Teacher Education in Myanmar” (STEM) project, UNESCO is working closely with the Myanmar Ministry of Education (MoE) to provide policy and institutional capacity development – at central-level within the Department of Higher Education (DHE) and at institutional-level within Myanmar’s 25 Education Colleges (ECs) – for the reform of the pre-service teacher education system.
The STEM project is focused on providing technical and capacity-building assistance around four key aspects of pre-service teacher education: 1) the formulation of policy frameworks for pre-service teacher education and the identification of standards for quality assurance; 2) the restructure and redesign of courses of pre-service teacher education and creation of networks to accumulate and share knowledge between ECs nation-wide; 3) the development of institutional management and human resource capacities within ECs, and 4) the creation of an enabling environment for teacher policy and teacher education reform, in line with international human rights, gender equality, peace education, and rights of teachers.
To ensure that pre-service teacher education prepares future teachers to meet the stated goal of no drop-outs and no one left behind, the mainstreaming of inclusive education in the curriculum and teacher education institutions is critical. Effective mainstreaming requires a clear vision for inclusive education. This consultancy will facilitate further development of that vision by mapping current programs among local and international organizations which seek to advance inclusive education.
II. Work Assignment
Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau for Education, the direct supervision of Head of Project Office in Myanmar, and in close collaboration with the STEM project team, the consultant will map national and international stakeholders working to advance inclusive education in Myanmar. In particular, the consultant will:
· Conduct interviews and, as appropriate, use other data collection methods to map inclusive education efforts among national and international stakeholders (with a focus on local NGOs, INGOs, and bilateral and multilateral agencies), including the mapping of the definitions, objectives, specific programs/projects, and target populations for inclusive education
· Catalog the key resources used by stakeholders as part of their programs/projects for inclusive education, including creating a digital collection of resources which are available in soft copy
· Summarize findings in a report which includes but is not limited to the following:
o Methodology, with list of stakeholders included in mapping
o Definitions of inclusive education
o Programs/projects for inclusive education, making note of the sub-sector, target populations, objectives, and resources used
o Identification of cross-cutting themes, as well as related approaches to education (e.g., education for peace, human rights education)
III. Deliverables and Timeline
Inception report and work plan by 25 February 2019
Data collection tools, including interview questions and list of stakeholders, by 12 March 2019
Draft mapping report by 12 April 2019
Catalog of resources, including digital collection of soft copy files, by 25 April 2019
Final mapping report by 15 May 2019
IV. Location and travel
This is a remote consultancy with the exception of data collection which will be focused in Yangon, with travel to other locations as required.
V. Fees
Mid-level consultant depending on qualifications.
Travel costs for missions undertaken within the context of the assignment will be reimbursed as per UNESCO rules and regulations.
VI. Required Qualifications for Specialized Knowledge/Experience
· At least a Bachelor’s degree and preference for a Master’s degree with specialization in education, international development or a related field;
· At least three years of experience in the field of education development, preferably with experience relating to inclusive education
· Good knowledge of the Myanmar country context
· Proven research and analytical skills, particularly a background in qualitative research
· Proficiency in Microsoft Office programs (Word, Excel) and other common office ICT productivity tools
· Excellent writing and speaking skills in English
· Candidates based in Myanmar are desirable
