Background and context

The UNESCO Priority Gender Equality Action Plan for 2014-2021 (GEAP II), provides an operational framework for the implementation of Priority Gender Equality. It explains what gender equality means for UNESCO and provides guidance on how the Organization will ensure that a gender equality perspective is reflected in all its policies, programmes and processes, so that gender equality is advanced both within the institutional processes of the Secretariat and its work with Member States. As one of two global priorities of UNESCO[1], GEAP II will ensure gender equality is a constituent element of the national education and development agenda. Gender equality will be a pivotal principle in programme implementation in recognition of the potential of education for the empowerment of girls and women and the understanding that women can be social actors and key in policy decisions and in making institutions more inclusive. Gender equality is also one of the eight focus areas of the aid policy framework of the Swedish International Development Cooperation Agency (Sida).

Scope and purpose of the analysis:

The purpose of the assignment is to conduct a gender analysis of UNESCO’s sector-wide programme titled “Better Education Systems for Afghanistan’s Future” (2018-2021) funded by the Swedish International Development Cooperation Agency (Sida). The aim is to determine the level to which UNESCO’s education programmes, in particular the above-mentioned programme, ensure gender mainstreaming and promote gender equality, one of the key global priorities of UNESCO. The analysis will focus on reviewing and assessing UNESCO’s education programme’s strategy and approach to effectively identify both the strategic and practical needs of girls, boys, men and women, and address all (possible) forms (or factors) of gender-based inequalities/discriminations in the education sector. The findings of this study are expected to inform the fundamental stages of programme design, planning and management of the “Better Education Systems for Afghanistan’s Future” programme, in particular:

a) Enhance and modify programme design (narrative, result matrix, theory of change, budget, operational plan, and M&E framework) to transform gender dynamics in order to achieve gender equity and equality in the “Better Education Systems for Afghanistan’s Future”, sector-wide education programme;

b) Develop a training strategy to conduct gender analysis for UNESCO and MOE staff

c) Document good practices in order to build the evidence base that contribute to broader advocacy on gender issues; and

d) Identify key institutions and partners who may contribute to gender mainstreaming to support the “Better Education Systems for Afghanistan’s Future” programme.

Study Objectives:

The objectives of the gender analysis are to:

e) Explore the gender information related to and/or affecting men, women, girls and boys; and differences in their access to resources, division of labour, priorities, needs, activities, roles and responsibilities, their relative condition and position in the society and barriers that they face in relation to each other, their division of labour, roles and responsibilities, access to, and control over, resources, and their relative condition and position in society.

f) Create a better understanding amongst stakeholders on the (existing) gender dynamics in society/community/country that directly and/or potentially impact on quality and inclusiveness of education (in Afghanistan);

g) Identify existing policies, structures and practices that promote gender equalities.

h) Propose recommendations in which the “Better Education Systems for Afghanistan’s Future” programme can promote gender equality, both internally within the delivery of the programme, and externally as the programme impact on the education sector at large.

Main tasks and responsibilities:

i) Desk review of gender related analyses by other UN organizations and programmes, development partners, the government of Afghanistan, other government ministries and multilaterals, NGOs and CSOs, and independent researchers.

j) Develop and/or adapt global gender analysis tools and methodology for the Afghanistan context as guided by the gender framework(s) to be identified through the desk review;

k) Initial training of Gender Analysis team (to be established by the MoE) and refinement of the methodology and tools for Afghanistan context:

l) A review of the SIDA funded “Better Education Systems for Afghanistan’s Future” programme documents (narrative, theory of change, result framework, budget, work plan) using Gender Equality Marker (GEM), among other tools.

m) Facilitate a 2-day gender data analysis and reflection workshop for MoE and development partners.

n) Produce a final analytical report presenting the main findings of the analysis and a set of recommendations on the most effective and appropriate strategies and approaches to address/tackle gender inequalities and exclusion both internally in the SIDA-funded programme “Better Education Systems for Afghanistan’s Future”, and in the education sector at large, to advance gender equality and inclusion through education.

Management:

UNESCO’s Gender Analysis Steering Committee/Taskforce (constitution of which will be decided later) will be responsible for overall management of the assignment, and responsible to utilize the findings of the analysis to help adjust where needed and inform future strategies in order to implement the “Better Education Systems for Afghanistan’s Future” sector-wide programme.

A reference group consisting of UNESCO Chief of Unit, and UNESCO and MoE staff from relevant sub-thematic areas namely: Policy and Planning, Adult Literacy and Non-formal Education, Higher Education, and Curriculum Reform will be established and will be engaged and convened as per the needs for discussion, idea and suggesting during the analysis period. The main purpose of establishing this reference group is to provide a platform for more in-depth discussions and deeper analysis, and engagement with study team, initially during the analysis period and then through-out the entire programme.

Deliverables:

a) Inception report including a detailed work plan and proposed methodology;

b) Draft report of the desk review;

c) First draft of gender analysis tools, sampling framework and training materials contextualised for Afghanistan;

d) Presentation of data analysis and preliminary findings for the data analysis and reflection workshop;

e) Final Report

Methodology:

The gender analysis should employ qualitative methodology of interviews and focus groups. Quantitative data collection methods would give additional useful information, if time allows. In addition, data collected should allow analysis from both a macro and micro perspective. It is expected that the following methods, among others, will used for data collection at the national and field levels:

Documentary review of programme documents and other relevant literature;

a) Key Informant Interviews (KII) with key stakeholders including MOE senior staff and advisors in the formal and non-formal education sector, provisional education directors and senior staff in selected provinces, development partners;

b) Focus Group Discussions with direct and indirect beneficiaries, ensuring an equal participation of men and women, boys and girls, where feasible.

Scope and coverage of analysis

The gender analysis exercise should ensure that it captures the different gender dynamics particular to each region/province and different population groups.

Required qualifications

EDUCATION

  • An advanced university degree in Gender studies/and development, Development studies or any other social sciences related area;
  • Training in the field of gender and development.

WORK EXPERIENCE

At least 15 years of relevant work experience of conducting gender analysis/reviews/assessment, with at least three years acquired at the international level or development context, and possibly in a post-conflict, post-disaster situation.
