Afghanistan: Project Officer (Quality Education Coordinator) P2

Under the overall authority of the Director and the Chief of Education Unit of the UNESCO Office in Kabul, the direct supervision of the Program Manager, Adult Literacy and Non –formal Education (ALNFE), the incumbent, as the team leader of the Quality Education Team ALNFE (QETA), will be responsible for the development, planning, management and implementation of the programme on the promotion of the quality of adult literacy and non-formal education, with particular focus on curriculum development and reform, Adult literacy and NFE teacher Education , youth and adults skills development, and learning assessment. The incumbent will also will be involved in the coordination of projects within and across the education sector as well as under inter-sectoral platforms. Within this context, the incumbent will perform the following duties:

  1. Project and Programme work: • Follow-up on the project work plans for ALNFE quality education component by supporting the Program Manager to periodically review and refine program activities and adjusting programmatic and financial plans as necessary • Provide overall cooordination of the whole process of youths and adults basic education curriculum reform, development of teaching/learning materials and learning achievement assessment instruments by liaising with the main government counterparts and coordinating technical work of national technical staff, and facilitating activities of international technical experts, management of various contracts, procurement and budget execution; • Organize and coordinate seminars, national conferences, consultation meetings and other activities for diverse target groups according to the approved project work plans. • Contribute to drafting of timely and accurate progress reports including Quarterly Donor progress report and annual donor Reports, and UNESCO internal reporting(e.g SISTER);

  2. Advice and Knowledge management: • Analyze, edit and prepare briefing papers, website articles, and other documentation supporting donors and for internal use, particularly with a view to making strategic decisions and adding technical value and input to program activities. • Provide advice and technical assistance to MoE and relevant national counterparts on developing and strengthening national systems on learning assessment, curriculum development and reform, and teacher education; • Provide technical support and backstopping in planning, monitoring and evaluating activities in the related areas of programme responsibility. • Provide technical advice and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNESCO policies, strategies, processes and best practices and approaches on education and related issues to support program implementation, operations and delivery of results

  3. Networking and Partnerships: - • Work with Program Manager to liaise with NGOs, Civil Society Organizations, UN agencies and other NFE partners, on matters relating to curriculum reform and teacher education development. • Promote in house cooperation across UNESCO Education Sector and collaborate with UNESCO Headquarters, UNESCO Regional for Asia Pacific, UNESCO Institute of Lifelong Learning, as well as with other project partners, for effective coordination, planning, implementation and monitoring of “Better Education Systems for Afghanistan’s Future” project.

  4. Resource Mobilization • Contribute to the design and development of new education projects in coordination with the programme team;

  5. Expected Results: - • Implement all activities outlined in the project document, specifically under quality education ALNFE component, within the provided timeline. • Prepare briefs, articles and other documentation as necessary on the project for supporting donor(s) and for internal use, based on country programme support and regional reports. • To consolidate the information from QETA and contribute in drafting donor progress reports, annual reports, internal reports, and terminal report.

Expected time Duration of the assignment: Initial duration of 1 year with a possibility of another year extension subject to availability of resources and satisfactory performance.

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
