1. Background

The GIZ (Gesundheits-Informations-Zentrum) in Jordan is implementing a joint project with UNESCO Amman Office, which seeks to provide technical support requested by the Jordanian Ministry of Education (MoE) towards the integration of the updated MoE Facility Management Model into the EMIS, with capacity for the future spatial visualization in Web GIS. This project aligns strategically with the Ministry of Education’s (MoE) goals to improve school infrastructure, with a specific near-term objective to develop a hands-on Facility Management (FM) model customised for public schools in Jordan. The project aligns closely to the specific goals of the School Maintenance Steering Committee to develop a multi- level model for school facility management in Jordan, including the capacity development for staff at MoE and directorate level, to monitor and report on school maintenance using the ministry EMIS and/or GIS platform. This will enable electronic and automated data capture, workflows, monitoring and reporting so as to facilitate systematic, structured and evidence-based decision making.

Moreover, MoE has recently launched its Education Strategic Plan (ESP) for 2018-2022. To this end, MoE is expected to effectively utilize the statistical information obtained from EMIS and properly monitor, evaluate and report the progress against the indicators and targets set in the ESP. This includes facility management KPIs identified in the ESP as well as the indicators outlined in the World Bank’s Education Reform Support (PforR) Program.

Under the overall authority of the Director General of UNESCO delegated to Head of the UNESCO Amman Office and the technical oversight of Education Programme Specialist of the UNESCO Amman Office, the Consultant will mainly contribute to the timely and efficient implementation of the GIZ Project entitled "Technical assistance for the EMIS system and Web GIS tools for the school maintenance and facility management system, standards and procedures, including work flows” in various aspects by performing technical tasks. Specifically, s/he will undertake the following tasks and responsibilities:

2. Scope of Work

In order to achieve the expected outcomes of the consultancy, the Consultant’s responsibilities will include the following:

2.1. Facilitate discussions, meetings, workshops with the MoE stakeholders throughout the implementation of the project, in order to fully and accurately capture the MoE’s current situation, requirements, challenges, suggestions, priorities and needed support in relation to the integration of the updated Facility Management Model into the EMIS and Web GIS.

2.2. Assess the EMIS and WebGIS capabilities in relation to the accommodation of the updated Facility Management Model, by analyzing the following:

  • Automatic data collection forms.
  • Quality of collected data.
  • Data collection progress & coverage.
  • Required customization of the EMIS/WebGIS tools.
  • Level of required development of the data collection, data analysis and reporting tools.
  • Indicators development.

2.3. Provide technical advice and contributions to UNESCO and MoE stakeholders in regards to the automation of the Facility Management Model tools and procedures.

2.4. Act as a liaison officer between the relevant MoE stakeholders (including, but not limited to, the School Maintenance Steering Committee), GIZ school maintenance team and UNESCO Amman Office team.

2.5. Conduct a situational analysis of the MoE current status in relation to the integration of the Facility Management Model into the EMIS and/or GIS platform, and consolidate the findings into a status report which also determines the future requirements for the integration.

2.6. Formulate an action plan based on the current status in relation to the integration of the Facility Management Model into the EMIS and/or GIS platform and identify areas for urgent prioritization.

2.7. Facilitate organization of consultative meetings with relevant stakeholders and departments either within or outside of MoE.

2.8. Prepare the technical specifications for a list of relevant education indicators to be automated by the new EMIS software developer and implemented in the new EMIS reporting tools or WebGIS tool.

2.9. Contribute to the translation of users requirements into technical and functional specifications including taking part in the validation of their implementation.

2.10. Develop training materials, organize and provide capacity building support for the MoE and relevant stakeholders.

2.11. Conceive attractive analytical products accessible to both non-statisticians and statistically-literate audiences (from policy-makers to planners and schools principals etc.) and train relevant ministry staff on effective ways to interpret indicators summaries and standard graphs auto-generated by the new EMIS.

2.12. Collaborate with the other international and national staff recruited for EMIS and ESP.

2.13. Carry out any other tasks delegated by Chief of Education and Country Representative of UNESCO Amman Office.

3. Deliverables

The following deliverables are required:

3.1. Draft status report that determines the requirements for the automation of the Facility Management Model into the EMIS and/or GIS platform. This status report will be disseminated to all relevant stakeholders for review and feedback.

3.2. Draft action plan that is prioritized and sequenced to guide the specific activities of the integration of the updated Facility Management Model into the EMIS and/or GIS platform. This action plan will be disseminated to all relevant stakeholders for review and feedback.

3.3. Finalized status report and action plan, which incorporates all feedback received from relevant stakeholders.

3.4. Compilation of technical specifications required for relevant education indicators to be automated by the new EMIS software developer and implemented in the new EMIS reporting tools or WebGIS tool.

3.5. Training materials for MoE and relevant stakeholders.

3.6. Analytical products accessible to both non-statisticians and statistically-literate audiences (from policy-makers to planners and schools principals etc.).

3.7. End-of-consultancy narrative report detailing all the tasks undertaken and completed during the period, any challenges faced, lessons learnt, and recommendations for the future.

In line with UNESCO’s overall gender mainstreaming strategy, the Contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

All work shall be completed by 31 March 2019 at the latest.

4. Qualifications/Requirements

  • University degree in computer science, computer engineering, statistics, data analysis or similar field.
  • At least 5 years of professional experience related to supporting the implementation of educational information systems, capacity development, data analysis and reporting.
  • Ability to develop SQL queries or working knowledge of database structures.
  • Outstanding computer skills including proficiency in Microsoft Office (Word, Excel, Power Point), databases (Access, MySQL ...).
  • Proven ability to develop publication quality reports using creative visualization techniques notably Geographical Information System (GIS).
  • Strong communication skills (oral and written) with the ability to provide effective training to technical and non­ technical staff including presentation skills (MS Visio, MS Power Point).
  • Proficient in analysing education requirements and making policy recommendations.
  • Recent and relevant experience of national, sub-national, and school-level education sector issues in Jordan.
  • Advanced certification on GIS applications preferably on ESRI products is highly desirable
  • Good interpersonal skills and ability to work effectively in a multi-cultural environment.
  • Flexibility to work under pressure, adjust work schedules and priorities.
  • Excellent interpersonal, mentoring, facilitation and communication skills.
  • Excellent diplomacy skills with the ability to influence and negotiate.
  • Fluency in English language is required. Proficiency of Arabic is an asset.
