Overview of the functions of the position
The Field Security Officer (FSO) will be responsible to coordinate with different internal and external parties, assess situations, risks and threats, and advise management on security and safety related matters. He will monitor and report on security compliance and provide security policy guidance and timely emergency preparedness actions.
Under the direct supervision of the Director of UNESCO Office for Iraq and UNESCO Representative to Iraq, with a parallel secondary reporting to the Deputy Chief of Security for UN Coordination (DO/NU) in HQ, the Field Security Officer (FSO) will work closely on the new project “*Reviving the spirit of Mosul by rebuilding its monumental landmarks. The restoration and critical reconstruction of Al-Nouri mosque and its al-Hadba Minaret as a tool to foster social cohesion and community reconciliation*”.
The incumbent of the post will undertake the following responsibility:
· Keeps abreast of UNESCO operations worldwide and in Iraq to be able to provide security policy guidance, security management support and advices on all security and safety matters to the Representative and the CO management team, enabling effective programme planning implementation and delivery within the framework of all UN security policies and procedures at the central and regional provincial levels;
· Assesses the security situation and briefs UNESCO management, acts as the contact point for the UNESCO to report on the security related issues, and ensures timely security advisory and information is provided to all UNESCO personnel, as appropriate;
· Advises the Representative and the CO management team on matters of safety and security of UNESCO personnel and eligible dependents, premises, and assets in the Country/Area in accordance with UN and UNESCO Security Management Systems;
· Monitors and reports on security compliance with security policies, practices and procedures for the area of UNESCO responsibility including prevailing local security conditions and trends;
· Ensure that timely emergency preparedness actions, such as early warning, risk analysis/management and contingency planning, are carried out, regularly monitored, updated and reported in the area of responsibility;
· Provides security mitigation support to guide programme criticality in reproductive health gender, youth and population, and development;
· Draft security plan and maintains Minimum Operational Residential Security Standards MOSS and MORSS for UNESCO office and project offices, and provides advice on technical security requirements contained in the security plan, MOSS, MORSS and other relevant security policies;
· Monitors and evaluates office physical security measures, by conducting security inspections/surveys of installations and facilities, issuance of identity cards, if possible background checks, entry control, and ensure that all security related equipment, such as fire prevention devices and fire-fighting equipment are available and functional, and that a fire evacuation plan is maintained and fire drills and training are conducted, including responsibility for providing technical oversight for UNESCO contracted security providers and guard force management;
· Maintains radio communication system for all UNESCO staff including international and national staff in close coordination with the Radio room and report to the management any defaulters;
· As designated by DO and SMT, attends as an observer SMT / ASMT meetings, and assists UNDSS in related security matters as required;
· Serves and participates as a member of the security coordination cell established by UNDSS, contributing to implementation and evaluation of the effectiveness of the security plan;
· Liaises and establishes contact across area of responsibility and coordinate with other UN security organizations (i.e.: UNDSS, UNAMI ...etc.), and with relevant local organizations and authorities such as: military, police, government counterparts, NGOs as required to gather information and updates on the security situation and conduct relevant security risks assessments;
· Coordinate as appropriate, with relevant technical entities to ensure an effective and functioning communications system for security management within UNESCO that is fully integrated into the Country Area Emergency Communication System;
· Increases security awareness by organising, managing and training UNESCO personnel, guards, and watchmen force in coordination with UNDSS, ensuring that all UNESCO personnel undertake all mandatory security and emergency training and participate in all security related contingency exercises and in the weekly security briefings;
· Manages and monitors the security requirements for all incoming missions, such as security clearances from UNDSS for all incoming and outgoing travels, security briefings, UN ID cards...etc., and ensures the availability of the necessary security logistic requirements such as communication equipment, vehicles compliance, road mission reporting system, etc.;
· Ensures that it is safe for UNESCO staff to enter/return to a location/duty station, include maintaining an ongoing evaluation of mined roads/areas, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads, and follow up on security accidents that happen to UNESCO personnel and project personnel;
· Assists in planning of protective services, escorts and convoy security procedures for senior UNESCO officials, and in planning, coordinating and executing evacuations and relocations involving UNESCO, UN and NGO staff, as necessary;
· Investigates security related incidents involving UNESCO assets, personnel, project personnel and eligible dependents, and as required lead hostage negotiations;
· At all times, maintains an appropriate level of confidentiality regarding UNESCO and UN security matters;
· Performs any other relevant administrative tasks as assigned.

Required qualifications
Education
· Advanced university degree (equivalent to Masters) in Political or Social Science, International Relations or related fields;
· Military, Police or National Intelligence background is an asset.
Work Experience
· At least 4 years of progressively responsible work experience, of which preferably 2 years acquired at international level, preferably with the UN;
· Experience in security management, peacekeeping operations, military, police, national intelligence or other international organization is required;
· Knowledge of practice and procedures of UN organizations is an asset. Specific experience in the Arab region or in a conflict/post-conflict country is an added advantage.
