Overview of the functions of the Position
UNESCO is a specialized agency of the United Nations with a mandate in education, sciences, culture, communication and access to information. It is one of the largest players for cultural programs in Iraq and supports the government in its endeavor to preserve the country’s culture and promote nation-building.
In 2018, the Director-General of UNESCO launched a flagship initiative “Revive the Spirit of Mosul”, focusing on the human dimension of reconstruction. With the full support of the Government of Iraq and of the UN Secretary-General, UNESCO is coordinating international efforts in two main areas: the restoration and rehabilitation of cultural heritage and the revival of educational and cultural institutions.
Within the framework of this initiative, and through the generous financial contribution of the United Arab Emirates, UNESCO has commenced the project ‘Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks. The restoration and critical reconstruction of Al-Nouri Mosque and its Al-Hadba Minaret as a tool to foster social cohesion and community reconciliation’ (hereafter referred to as "the project").
The project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al-Nouri Mosque, and its celebrated, leaning Al-Hadba Minaret. The project also includes two churches in the Old City of Mosul. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the project will contribute to job creation, the return of displaced Mowslawis, skills development and important steps towards reconciliation.
UNESCO is looking for a committed National Project Officer with specific experience in cultural projects who will contribute to the implementation and management of the Project, with a focus on liaising with local and government counterparts.
Under the overall authority of the Director of the Office for Iraq and direct supervision of the Senior Project Officer (Culture), the successful candidate will contribute to the implementation of the project ‘*Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks*. The restoration and critical reconstruction of Al-Nouri Mosque and its Al-Hadba Minaret as a tool to foster social cohesion and community reconciliation’. In particular, the incumbent will:
Assist the Senior Project Officer identifying local partners/contractors to proceed with project’s activities in Mosul and ensure proper involvement of relevant local authorities;
Contribute to the planning and implementation of the activities, with a view to optimizing a proper consideration and understanding of local contexts;
Assist the Senior Project Officer in the organization of periodical Joint Technical Committee (JTC) and Joint Steering Committee (JSC) meetings;
Contribute to the interaction with the Iraqi Government, in order to ensure smooth communication and proper endorsement from the involved authorities, at both local and central levels;
As requested by the Supervisor, liaise directly with the relevant Iraqi authorities in order to support the Project’s alignment with the Government’s strategy and priorities in the reconstruction of damaged heritage in Iraq;
Contribute to the organization of periodical informative and consultative events with local counterparts, also acting as community liaison officer;
Contribute to the Project’s performances monitoring vis-a-vis the Iraqi Government and other local stakeholders for ensuring its effectiveness and response to local needs and expectations, through the organization of meetings and/or the preparation of analytical periodic reports, briefings and other documents;
Contribute to the development of close collaboration with major and local media groups in Iraq to facilitate and assist the Project’s awareness raising activities;
Contribute to the design and preparation of new projects/programmes related to cultural heritage restoration/reconstruction in Iraq, as appropriate and required;
Undertake missions as necessary and requested for project implementation.

Required qualifications
Education
• Advanced university degree (equivalent to Masters) in archaeology, preservation architecture / engineering, heritage management, or any other related field.
Work Experience
- Minimum of four (4) years of relevant professional experience in the heritage field – with a focus on projects / programmes for the reconstruction/restoration and/or rehabilitation of historical buildings.
Skills and competencies
- Strong analytical skills;
- Excellent drafting skills: ability to produce reports and papers on technical issues;
- Excellent project implementation skills;
- Ability to make decisions on all aspects of project implementation;
- Good knowledge of standard office software (word processing, spreadsheets, etc.);
- Familiarity with procurement processes and budgetary management.
Languages
- Excellent knowledge (written and spoken) of English.
- Excellent/Very good knowledge of Arabic
Desirable qualifications
Work Experience
- Work experience in the UN system or multilateral organizations;
- Previous experience with local partners in Iraq, working in the field of conservation / restoration / reconstruction of tangible heritage.
Languages
- Knowledge of other local/regional language(s).

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a Position adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
