Afghanistan: Consultant (Non-formal Education Curriculum Development)

Background and Context

UNESCO Kabul strives to promote education in Afghanistan as a fundamental human right while aiming to provide access to quality, relevant and inclusive education for all. The UNESCO Kabul Office focuses on ensuring the quality of adult literacy and non-formal education through various technical and project support interventions. In 2016 the DMoEL with the technical and financial support of UNESCO was able to prepare Youth and Adult Basic Education Curriculum Framework and instructional materials for level one (equivalent to grades 1- 3 of general education). Furthermore, the Deputy Ministry of Education for Literacy (DMoEL) with the technical and financial support of UNESCO is trying to develop a non-formal education curriculum for level two (equivalent to grades 4-6 of general education). For doing so the first step will be to develop a curriculum framework, then based on that the syllabi and instructional materials will be developed.

The curriculum will be used in Adult Education Schools, and Accelerated Education Programs. This intervention aligns with the Third National Education Strategic Plan (NESP III) and Afghanistan national development priorities. UNESCO now requires an International consultant, with expertise in curriculum development, capacity building and adult education.

The consultant will perform the following duties:

1. Incorporate the feedbacks received from the relevant stakeholders through regional consultations in the draft curriculum framework for level 2.
2. Share the second draft of the framework with the key stakeholders (DMoEL, MoE General Directorate of Curriculum, NGOs working in Non – formal Education) for their final inputs and incorporate them in the framework.
3. Support the curriculum team in presenting and finalizing the draft curriculum framework in a validation national workshop.
4. Provide technical advice/presentations to the curriculum team throughout the assignment.

Deliverables

1. Draft the second version of the framework through incorporating the feedbacks of the field.
2. A report on sharing the framework with the key stakeholders, specifying their main recommendations for further improving the framework
3. Draft the third version of the framework through incorporating the final feedback of the key stakeholders.
4. A guideline for developing the syllabi and instructional materials
5. Final report of the assignment

Required Qualifications Education • Advanced university degree in education (e.g. MEd, MA), preferably with a focus on curriculum studies and/or Non formal education
Work experience • At least 10 years of relevant work experience, with at least five years acquired with an international organization in the field Non formal education. • Organizational development qualification is an asset • Sensitivity and adaptability (cultural, gender, religion, race and nationality);
• Excellent strategic and analytical skills;
• Excellent leadership skills including leading people, strategic, analytical and problem-solving skills; • Highly competent computer and other IT skills; • Excellent independent working skills with a desire for life-long learning;
• Previous working experience in education in the Government or international development cooperation sector; • Knowledge of programming policies and procedures in international development cooperation, in particular in the UN.

Condition of work
The consultant will be provided with secure office space by UNESCO while in Kabul including office equipment, stationaries, printing, photocopying, and communication equipment. Accommodation will be arranged by the UNESCO Office in Kabul and will be in the premises cleared by the United Nations Department of Safety and Security (UNDSS) in Afghanistan.
