Overview of the functions of the position
Under the overall authority of the Assistant Director General of Education, the guidance of the Director of the UNESCO Office for Iraq/UNESCO Representative to Iraq, and the direct supervision of the Senior Project Officer (based in Baghdad), the candidate will be responsible for the planning, coordination, implementation and monitoring of the EU-financed project “Access to Inclusive Quality Primary and Secondary Education for IDPs and Refugees in Crisis-Affected areas in Iraq”, and will also closely work with colleagues from the Amman and Baghdad Offices. The project aims at increasing access to inclusive quality primary and secondary education for IDPs and refugees in six crisis-affected areas in Iraq benefiting at least 100,000 IDPs and refugee children and youth.
S/he is expected to travel frequently to various UNESCO Iraq Office’s operation sites. The incumbent will specifically:

  • Manage the implementation of the above-mentioned project activities while ensuring achievement of their expected results through preparation of the detailed work plan, coordinating with the relevant stakeholders and following up with the implementing partners.
  • Ensure the monitoring and evaluation of project implementation and the reporting on project activities
  • Contribute to the planning and implementation of other projects and activities and to the development of concept notes and project proposals by providing the technical inputs such as contextual analysis of the situations in Iraqi education or education in emergencies:
  • Represent UNESCO in the National Cluster and Sub-Cluster meetings.

    Required qualifications**
    Education

  • Advanced University degree (Master or equivalent) in Education, Social Sciences or related field of specialty.
    Work Experience

  • Minimum 4 years of progressively responsible relevant work experience in project management in the field of humanitarian/development domains, in particular, education related projects, working with implementing partners.
    Skills and competencies

  • Strong analytical, problem solving and organizational skills;

  • Excellent interpersonal and communication skills (verbally and in writing);

  • Ability to build partnerships, maintain and enhance working relations with ministries, as well as institutions and relevant intergovernmental and non-governmental organizations;

  • Excellent project implementation skills;

  • Capable of making technically sound decisions on all aspects of project implementation;

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization;

  • Good knowledge of standard office software (word processing, spreadsheets, etc.).**Languages**

    Desirable qualifications
    Work Experience

  • 2 years of experience acquired at international level;

  • Previous experience in the Arab State Region;

  • Previous work experience in a conflict/post-conflict country;**Languages**

Benefits and entitlements
UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
