Overview of the functions of the position
Under the overall authority of the Assistant Director-General for Culture, the general supervision of the Director of the UNESCO Office for Iraq/UNESCO Representative to Iraq, the direct supervision of the Senior Projects Coordinator and in close cooperation with the Director of the Culture Sector’s Culture and Emergencies Entity, the incumbent will be responsible for the planning, coordination and implementation of the project "Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks. The restoration and critical reconstruction of Al-Nouri Mosque and its Al-Hadba Minaret as a tool to foster social cohesion and community reconciliation” (hereafter referred to as "the project"). The project is a strategic project in the framework of the UNESCO Initiative to “Revive the Spirit of Mosul”, which aims to support the restoration of affected heritage, as well as the revival of cultural and educational institutions in Mosul, and more widely the Liberated Areas of Iraq. The project will be implemented in two phases: 1) inception and mobilization phase (site clearance, documentation and general plan) and 2) restoration and reconstruction phase (reconstruction and restoration of Al-Hadba Minaret; conservation, reconstruction and extension of Al-Nouri Mosque and adjacent buildings; redesign and rehabilitation of the historic gardens, other open spaces and infrastructures; establishment of a Memorial / Site museum).
S/he will report to the Senior Projects Coordinator and will liaise/exchange information with the Regional Culture Advisor in the UNESCO Beirut Office, the Director of the Culture Sector’s Culture and Emergencies Entity, and other staff concerned in the Field and at Headquarters.
The PA staff shall carry out the following functions related to project:
1. Planning, coordination and management of the project:
a. Be responsible for the overall planning, coordination and management of the project including development of work plans, supervision of procurement processes, monitoring of implementation, management of contracts and other project related commitments, and close and regular interaction with projects’ partners and stakeholders to ensure objectives are attained.
b. Supervise the project team working on the project in the UNESCO Iraq Office, individually and in groups, through periodic meetings and other relevant means; ensure exchanges of information, experience with staff concerned; identify new strategies of action to improve delivery of services and to achieve the projects' requirements and objectives.
c. Contribute to the coordination with other relevant projects of the “Revive the Spirit of Mosul Initiative”, particularly restoration and reconstruction projects in the Old City of Mosul.
2. Technical and policy advice and support:
a. The incumbent will provide technical input and support to the implementation of the project activities throughout its two phases.
b. the incumbent will provide both technical and policy advice and support to the Iraqi authorities in relation to the project, by liaising with the Ministry of Culture and other relevant national stakeholders in the field of culture. Technical advice relates mainly to conservation and restoration of historic buildings, as well as construction techniques in historic contexts. Policy advice will take the form of providing institutional support to the Ministry of Culture/State Board of Antiquities and Heritage, including capacity building and institutional development in heritage preservation, promotion and communication.
3. Monitoring, evaluation and reporting of project implementation:
a. Keep a detailed record of all work progress, producing regular periodic progress reports, making presentations on project developments to partners and national counterparts involved in the project.
b. Conduct field assessment visits for evaluating project’s effectiveness, identifying problems and instituting timely remedial measures, as appropriate.
c. Develop supplementary tools to support the available “office template reporting format” towards improved reporting for results.
d. Regularly closely monitor the budgetary and financial status of the project and promptly develop budget revision if needed.
4. Funds mobilization:
a. Contribute to the identification and assessment of further needs and to addressing funding gaps within the scope of the “Revive the Spirit of Mosul” Initiative. To this effect, design proposals and liaise with potential donors, in close consultation with the Culture Sector and the Bureau of Strategic Planning.
5. Carry out other activities as requested by the supervisor.

Required qualifications
Education
- · Advanced university degree (Masters or equivalent degree) in the field of cultural heritage conservation and management or related field.
Work Experience
- · 7 years of progressively responsible relevant professional experience in the field of cultural heritage conservation, reconstruction and project management.
